The Former President's Progressive Warning Misses Europe's True Threat: Economic Stagnation.

Donald Trump's security policy document presents a flawed view of the European Union. It claims that open-border policies and so-called "progressive" agendas represent an grave risk to the continent's identity. However, this argument is based on a serious misinterpretation of the situation. The true danger facing the EU is not cultural but economic and technological lag.

A Glaring Growth Gap Between Europe and the US

Statistics paint a stark contrast. Between 2008 and 2023, American economic output grew by eighty-seven percent, while a mere thirteen and a half percent growth for the EU. During this period, European income per person dropped from over three-quarters to just 50% of the US level. Remarkably, even Mississippi now boasts a higher per capita income than major European economies like France and Italy.

Today, roughly 50% of the world’s 50 largest technology firms are US-based, while only four are European.

The Technological Shortfall: The Core Question

This widening disparity stems from stronger productivity growth in the United States, fueled by breakthroughs and better use of resources. The landscape of global tech dominance is decidedly American. In the last five decades, 241 US firms have scaled into companies valued at over $10bn, compared with only fourteen in Europe.

This gap raises a pressing question: As the competition for future industries like AI, semiconductors, and fusion energy, where does Europe positioned? Experts widely concede it is essentially a two-horse race involving the US and China, with Europe entering at a clear disadvantage.

Root Causes of the Continent's Innovation Gap

Several key factors account for this innovation chasm.

  • Venture Capital: The US boasts a much more robust and more dynamic network for funding startups. The EU still lacks a genuine capital markets union, a factor that caps the scale of new firms.
  • Regulatory Fragmentation: Excessive and fragmented rules hamper Europe. A US startup can launch a product under a single regulatory framework to access a market of over 330 million. The European Union, despite a bigger population, is split among 27 separate regimes, creating huge internal barriers.
  • Cultural Attitudes: Attitudes toward risk-taking differ sharply. In parts of Europe, business failure was historically viewed with penalties, whereas in the United States, it is often seen as a badge of experience.
  • Military Investment: The US benefits from a tightly woven academic-military-industrial complex. The continent's long-term lack of spending in defense has weakened its capacity for pioneering research.

A Path Forward: Grounds for Hopefulness

In spite of these challenges, there are reasons for hope. European leaders are growing more conscious of the severe threat and have started to propose serious reform. Key reports on European competitiveness and the single market point to the need for sweeping changes.

Given appropriate policies and regulatory reforms, Europe's strengths might enable much higher degrees of commercial innovation.

The continent retains considerable advantages: skilled human capital, excellent education systems, and world-class labs. Alongside a vast domestic consumer base and high savings rates, these elements have the potential to trigger a new wave of venture creation.

Importantly, even if Europe does not take the lead in creating cutting-edge tech, it can still significantly increase productivity by implementing and tailoring advancements from other regions.

A Critical Juncture

The European Union now stands at a critical crossroads. To paraphrase a famous line, economic erosion often happens "gradually and then suddenly". So far, Europe's technological decline has been steady. However, without decisive action to address its structural weaknesses, today's gradual weakening could give way to a sudden and irreversible loss of global economic relevance.
